In 1978, Brown was appointed Public Safety Commissioner of Atlanta, Georgia and served in the post for four years. Brown and his team were the lead investigators into the Atlanta Child Murders case. Brown then made the first of his historic moves by becoming the first Black police chief for the city of Houston in 1982 and served until 1990.

It was in Houston where Brown became known for using the methods of community policing and is known as the father of the practice. New York’s first Black mayor, David Dinkins, appointed Brown as the NYPD commissioner in 1990. Brown served as New York’s top police official for two years before serving under President Bill Clinton’s administration as the nation’s drug czar in 1993.

Brown was elected mayor of Houston in 1997, and brought forth new changes to the city by way of improving public transit and expanding the city’s first convention center into fruition. Brown also improved the city’s libraries and beefed up Internet services for the public along with a host of other celebrated maneuvers.

Brown is a member of the Alpha Phi Alpha fraternity and Sigma Pi Phi. Brown is also the founder and CEO of the Brown Group Internatonal, which is a business consulting firm. He is also the co-founder of National Organzization of Black Law Enforcement Executives (NOBLE).
