NEW YORK (AP) — A white New York City police officer who was cleared Wednesday by a grand jury in the death of an unarmed black man says it was never his intention to harm anyone.

Officer Daniel Pantaleo says he feels very bad about the death of Eric Garner and hopes Garner’s family will accept his condolences.

Amateur video shot by an onlooker showed Garner refusing to be handcuffed. Pantaleo responded by putting Garner in what looked like a chokehold, which is banned under NYPD policy. Garner was heard yelling, “I can’t breathe!”

Garner’s father says the decision made no sense. Family attorney Jonathan Moore says he is astonished.

Staten Island District Attorney Daniel Donovan says he applied for a court order to release some information on the investigation.
