A state judge has ruled that Pennsylvania can’t require voters to show ID at the polls because it “unreasonably burdens the rights to vote” guaranteed by the state constitution. A coalition of civil-rights groups challenged the requirement in court last summer after Republican lawmakers passed it and the Gov. signed it into law.
