COLUMBIA, S.C. (AP) — The parents of a 19-year-old man killed by a Seneca police officer during a drug sting have sued the city, the police chief and the officer, saying their son’s civil rights were violated.

The lawsuit includes a detailed account of what happened from the family’s perspective. The lawsuit says the officer, Lt. Mark Tiller, threatened to blow Zachary Hammond’s head off before shooting. It also says another officer gave the dead teen’s body a high-five.

State agents have sent their report on the shooting to Solicitor Chrissy Adams to decide whether charges should be filed. Adams says she has more questions for state and federal investigators and has refused to release dashboard camera video or other documents.

Hammond’s family hopes their suit forces Adams to release the information.
