Unfortunately, this isn’t the first time Clarke has cost the city money: Since 2010, N.Y.C. has been forced to settle five cases, with the officer being charged with false arrest or illegal search. The cases have cost a total of $96,000.

“I think it would be wise for the Police Department to send Clarke for retraining and to start supervising him more closely,” said Richard Cardinale, St. Hillaire’s lawyer. However, the city doesn’t see the settlement as admission of poor conduct.

“We felt that settlement was in the city’s best interest; however, it should not be construed in any way as an admission of wrongdoing by the officer,” said city lawyer Pernell Telfort.
